Gearing the system – a plan for change

Revolving Doors Agency's vision is that by 2025 there is an end to the revolving door of crisis and crime, when anyone facing multiple problems, including homelessness, and poor mental health is supported to reach their potential, with fewer victims and safer communities as a result

  • Need


    We want to change systems and improve services for people with multiple problems, including poor mental health, who are in repeat contact with the criminal justice system.

    This group, who we estimate to number at least 60,000 in England, generates hugely disproportionate costs to our communities and the public purse. Their lives are characterised by exclusion, chaos, crime, honelessness and antisocial behaviour. They are victims as well as perpetrators.


    Revolving Doors Agency aims to stimulate reform of the health, welfare and criminal justice systems to end the revolving door.
    Our approach is to share our deep understanding of the problem with others to create practical, evidence-based solutions.

    To demonstrate and share evidence of effective interventions and promote reform of public services.


    » We will do this through our three areas of work: • Policy and research • Partnership and development • Service user involvement.

    Success will be measured through (1) the effectiveness of our pilot programmes which bring together services to work with people with multiple needs and (2) our policy work.

  • Impact


    Long term changes will be demonstrated through future changes in government policy and through local statutory and voluntary services working together more successfully.


    Policy opportunities don’t materialise: Revolving Doors will engage in a highly pro-active strategy working across a wide range of stakeholders to optimise and bring together opportunities, and working with partners to achieve a unified approach to policy makers.


    Funders of this project will receive our newsletter updating them on our activities as well as our annual report.

  • Background


    Our office is based in London and we work with organisations and individuals across England and Wales to demonstrate solutions for the revolving doors group.


    People with multiple needs (eg people with poor mental health who are in repeat contact with the criminal justice system) in England and Wales will be our major beneficiaries. However, our work will impact society as a whole by creating safer communities and reducing public spending through the cost-savings that can be made by joining up services.

  • Why Us?

    Why Us?

    Although many other organisations have a stake in this territory and would benefit greatly from success, it is currently no one’s job or priority to bring this thinking together, either in the voluntary or statutory sector. Revolving Doors has carved out a niche for itself between homelessness, mental health, criminal justice and drugs, and is able to work between a range of silos and organisations as a trusted honest broker.
