Trainee Surveying: Filling the Heritage Skills Gap

To provide the opportunity for young people from disadvantaged backgrounds and ethnic minority groups to gain a recognised heritage surveying qualification through a two-year placement with the Trust, and in partnership with the Chartered Surveyors Training Trust(CSTT).

  • Need


    Historic buildings are the UK's future building stock; by 2050, about 70% of the UK's buildings will be made up from those already in existence. However, much current entry-level surveyor training does not offer the heritage skills needed to regenerate historic buildings whilst maintaining their unique character. Furthermore, recent research has identified a lack of diversity amongst trainee surveyors and the heritage sector which could be seen as a barrier to minority groups.


    Our initiative will offer unique opportunities for people from disadvantaged backgrounds and ethnic minority groups to gain heritage surveying competenices at a grass-roots level , widening access to the sector to those without higher level qualifications. By offering a specialist heritage course, this project will also fill the gap in heritage training and create a future workforce with the skills needed to understand and sustain our historic environment.

    Aim 1

    To increase the availability of training to disadvantaged groups and diversify both sectors.


    » Taking on individuals directly from the CSTT who recruit from minority groups.
    » Taking on individuals directly through the CSTT who, due to financial, social or academic reasons, are unable to access a career in surveying.

    What success will look like

    Success will be attracting disadvantaged people and minority groups to the programme and providing a training opportunity which increases the diversity of those entering the sector

    Aim 2

    To provide an alternate route to a professionally recognised qualification in Surveying.


    » Allowing trainees to work towards a qualification such as the College of Estate Management's Diploma in Surveying Practice with a heritage focus.
    » Allowing trainees to undertake an NVQ level 3 in Surveying, Property, and Maintenance by working on a range of our heritage projects.
    » Choosing flexible qualifications that offer distance-learning and allow trainees to record their work with the Trust as part of their qualification.

    What success will look like

    Success will be creating a training scheme that works alongside that provided by the CSTT which allows trainees to keep in touch with their training cohort and share experiences.

    Aim 3

    To encourage young people to gain specialist training in heritage skills to provide for the future.


    » Providing a unique course that willl teach trainees how to interpret, assess, and value historic properties, filling a current skills gap.
    » Teaching trainees about the regulations surrounding historic buildings.
    » Teaching trainees how to advise communities on building restoration and how to sustainably adapt buildings for future use.
    » Offering project visits to other CSTT trainees in order to share knowledge and increase awareness of the importance of historic buildings.

    What success will look like

    Success will be ensuring a sustainable supply of heritage surveying professionals with the knowledge to preserve historic buildings in the future in order fill the current gap.

    Aim 4

    To support trainees into employment or further training


    » By giving them the skills needed to take the assessment to become an Associate Member of the Royal Institution of Chartered Surveyors.
    » Enabling trainees to gain access to financial support for surveying degrees through the partnership with the CSTT.
    » Givng trainees opportunities to meet the Trust's Developer Network and build contacts to help them access employment opportunities.

    What success will look like

    Success will be helping the individuals to make links with future employers or into further education.

  • Impact


    The project will help diversify both the heritage and surveying sectors by widening access to those groups who have faced barriers to them in the past. In tandem, it will help create a long-term solution to the lack of heritage specialists able to regenerate the historic environment. It will lead by example to encourage other small organisations to provide similar training. It will also allow our team members to up-skill, building the Trust's capacity to deliver future training.


    Departure of training staff: consultants would provide interim support whilst staff are recruited.
    Staff workload means trainees are not properly supervised: we will take on one trainee at a time in line with our resources; the Education Manager will have allotted supervision time; there will be a training contract in place.
    Trainee is not motivated: interest in heritage will be essential to the interview process; contract will specify expectations; regular progress reviews will be undertaken.


    Donors will receive regular updates on the project's progress, and would be invited to donor events. We would seek to allow donors further input into the project's development if desired.

  • Background


    The Trust's main office is located in Great Portland Street, central london, but the training will offer a variety of UK-wide visits to our projects. This will allow trainees to gain knowledge of different regulations throughout the UK and give them experience of many building types; for example, the internationally renowned Bletchley Park, a Welsh castle, and a pair of flagstone workers cottages in Scotland to name but a few.


    A wide variety of groups will directly benefit from the trainee surveyor scheme: people from disadvantaged backgrounds and ethnic minority groups, those unable to access higher education in the past, and those on lower income brackets. Delivering the training will also benefit the Prince's Regeneration Trust and the CSTT. There will also be wider benefits for the rest of the CSTT trainees through the visits. The skills gained will benefit both the heritage and surveying sectors.

    The Trust's staff have vast professional experience in the heritage sector alongside extensive experience of people management. The project will be overseen by a surveyor with 11 years' experience. We have a strong Education Strategy, and the Education Manager is in place to support this project. We also have an excellent record of hosting internships to provide sector training.

    They are the senior manager responsible for this project. The current postholder is a surveyor with vast consultancy and management experience.
