    Folkestone has undergone dramatic change over the past century, from well-to-do fishing port, flourishing resort and ferry port, to a deprived town with a weak economy, low educational attainment, no gallery or museum, and little opportunity for residents to participate in cultural activities. There is a recognised need to develop a long-term relationship with residents and encourage their continued participation in Folkestone's renaissance through art and culture.


    The Triennial represents a ‘gallery without walls’ with the aim to bring contemporary public realm art of the highest calibre to the widest group of people. All works are new commissions, making this an innovative project, unique in the UK.

    A comprehensive and imaginative programme of outreach, discovery and education will help residents and visitors alike to develop an appreciation of art and the town’s cultural achievements, and through this, a pride of place.

  • Aims

    Aim 1

    Stage the Folkestone Triennial in the summer of 2011.


    » Commission 19 new contemporary artworks for Folkestone in a variety of media, from artists who range from international art stars to emerging artists.

    What success will look like

    Success will be commissioning, fabricating and installing 19 new artworks for the Folkestone Triennial launch and attracting 200,000 visitors and residents over the summer.

    To deliver an exciting programme of outreach, discovery and education.


    » Formal learning - working with schools, colleges and universities to develop Triennial-related resources, visits, workshops and other experiences.
    » Family learning - early years and intergenerational events which provide fun, safe, non-judgmental and empathetic activities.
    » Community learning - fun activities targetted at the diverse range of community groups, especially the harder to reach, tailored to specific needs.
    » Public programme - guided walking tours, workshops and events for all residents and visitors, shaped to meet their needs.

    What success will look like

    Success will be...
    engaging all local schools in the Triennial
    1,600 take part in family learning
    500 take part in community learning
    4,500 take part in public programme.

  • Impact


    Triennial 2011 will have a significant impact on visual arts nationally and internationally, as did the inaugural event, where the approach of solely commissioning new work was regarded as a benchmark, showing that high quality work can be championed in small provincial locations. It will develop pride of place in residents and attract artists and creative businesses to the Creative Quarter. Success will be increased visitor numbers, positive feedback and new creative businesses.


    There is a risk that artists may pull out or not complete their commission in time. Planning well ahead of time gives leaway to commssion a new artist if necessary. Rigorous risk analysis and project management will ensure that all commissions will be fabricated and installed in time and the District Council has been very supportive in ensuring sites will be secured, refurbished and maintained.


    Funders will receive regular reports on progress, especially on any elements in which they have a particular interest. During the Triennial there will be opportunities for guided tours of the artworks specifically for the sponsors and tailored to their interests.

  • Background


    Through the Triennial, Folkestone is steadily becoming a centre of cultural activity, recognised regionally, nationally and internationally. Folkestone itself has been hit in recent decades by the shrinking local tourist industry and the closure of ferry services. Folkestone (population 47,000), especially East and Central Folkestone, now suffers from multiple social problems, high unemployment and low educational attainment generally resulting in a lack of aspiration and motivation.


    19 artists will benefit from the opportunity to exhibit their work. Other artists, art students, arts and education practitioners, will also benefit.

    13,500 will benefit from the outreach, discovery and education programme, including young people from 0 to 19, schools, families, community groups, local residents and visitors.

    An anticipated 60,000 people will come specifically to see the artworks, plus 140,000 will benefit from the Triennial experience online or via other media.

    Why Us?

    The 2008 Triennial presented a steep learning curve, successfully climbed, resulting in a high quality cultural experience, attracting much critical acclaim. The extensive experience gained during the 2008 event has ensured the early and detailed planning of the 2011 Triennial.
    The Creative Foundation Trustees’ Arts Sub-Committee (incl. Tim Llewellyn - formerly of Henry Moore Foundation; Dr Stephen Deuchar - the Arts Fund) oversees progress and is actively involved in Triennial decision-making.
