Preston Housing First

We are looking to buy derelict property to renovate and bring back into use as housing for people sleeping rough in the city. We will provide good quality housing and support using the housing first model

    Need

    Rough sleeping has grown massively across the UK in recent years rising by 30% in Preston over the last 12 months.
    Many rough sleepers ahve multiple and complex needs drugs alcohol mental health as well as homelessness.
    These are complex problems that need support as well as accommodation to resolve
    We use the housing First model to address these needs

    Solution

    We will buy run down property refurbish it and then use it to provide accommodation for rough sleepers taking them off the streets

    We already run a successful scheme using a homeless outcomes model which chart people's progress to a more settled lifestyle

    We will monitor ASB reports in the area we purchase the property

    Impact

    The Housing First approach is well researched and offers a tried and tested model to address the needs of homeless people with multiple and complex need
    we will monior the progress of people on the schme using a recognised outcomes framework where we and they can monitor their progress to a more settled lifestyle

    Risk

    Property not available, Preston currently has 1100 properties on its empty property register
    Not relevant to homeless people, we have been operating a housing first scheme for 3 years so know it works
    ASB increases, this has not been the case with our service to date we will work closely with the police and local authority to ensure this is not the case

    Reporting

    We will publish quartely report outlining the progress mad by people, use anonomised case studies to illustrate the success of the scheme.
    We will produce an annual report outlining the progress made

    We are currently delivering a housing first scheme in the city which house 35 formerly homeless people
    We have good partners with the local councils, police and other partners
    We have a strong governance structure which means the service will be well managed and the money properly spent
