Safe Warm Homes for Older People

A warm home in winter is something most of us take for granted but many older people can't afford to keep their homes warm. The Care & Repair winter hardship fund provides a lifeline for vulnerable older people who are struggling to keep warm and cannot find help from elsewhere.

  • Need

    Need

    In Wales there are around 140,000 pensioner households living in fuel poverty and every year there are around 2,000 excess winter deaths. During 2016-17 over 90% of these deaths people over 65 years of age. The main causes were respiratory disease, circulatory disease, althzeimer's and dementia. These illnesses are very common in old age and can be exacerbated by cold, damp, unfit and inadequately heated homes.
    With a little bit of Care & Repair these deaths can be prevented.

    Solution

    Last year Care & Repair helped 2,000 older people to make their homes warm and safe for winter and our hardship fund provided a lifeline when other funding could not be found. Our home safety assessment is available to vulnerable older people in every corner of Wales. We help our clients to repair, improve or adapt their home so they can keep safe and warm. A donation to our hardship fund will help cover the cost of essential work.

    To provide hardship payments to older people at risk from cold, damp housing.


    Activities

    » To carry out a safe home assessment and identify those older people who need help to make their homes safe and warm.
    » To receive and process applications to the Healthy Homes for Older People hardship fund.

    What success will look like

    Record the number of payments made from the hardship fund and type of work carried out.
    Provide case studies of those who have received support.

    To take practical measures to make homes safer and warmer for older people


    Activities

    » Installation of handrails, grab rails, works to repair damaged steps, installing ramping, repair and fixing loose carpets.
    » Income assessment and benefits check, help in applying for unclaimed benefits and accessing benevolent funds.
    » Additional help with warm homes measures such as replacing boilers and heating systems, draught proofing, loft insulation and wall insulation.

    Number of older people receiving help to make their home warmer.
    Amount of additional household income raised through income enhancement.

    Improving the quality of life, independence and well being of older people.
    Reducing the number of excess winter deaths in Wales.
    Reducing the number of hospital admission due to falls in the home.

    Information provided by the care & repair national information system.
    Feedback from clients receiving the service.
    Monitor information form public health Wales, Office of National Statistics and the Wales Audit Office.

    Risk

    We may not be able to raise enough funding to make a difference.
    We will continue to campaign to fight fuel poverty and reduce the number of excess winter deaths each year.

    Reporting

    We will provide a personal thank you, feedback on the numbers who are helped by the campaign and case studies to demonstrate the impact on quality of life.

    The project will be delivered by Care & Repair Cymru in partnership with 13 local Care & Repair agencies covering the whole of Wales.

    Beneficiaries

    Older people age 60+ who own their own home and live in Wales.
    90% of clients are over 90.
    The average age is 77.
    37% are living in isolation.
    Older people living in poorest housing in urban and rural areas of Wales.

We provide support services to 13 local Care & Repair agencies who jointly offer Wales wide service which helps around 40,000 older people every year. There is no other organisation offering a Wales wide, comprehensive home improvement service for older people encompassing FREE home safety checks, handy person services, technical services and income maximisation
