Emergency Radio for Disaster Affected Communities

In times of disaster, an affected community's need for information is crucial to their recovery. Communication IS aid & is key to the humanitarian response. This project seeks to train, equip & empower people living in areas prone to disaster to deliver emergency response radio to their communities.

  • Need


    Reliable & timely information can be impossible to access following a crisis when communications networks have been damaged or destroyed. Dialogue & engagement with affected communities is often overlooked in the humanitarian response to disaster in the rush to provide relief. Even when broadcasts are back on air, communities need the means of receiving critical information. Response efforts may not be effective if not coordinated & the population is unaware of the support they can access.


    Emergency Radio for Disaster Affected Communities is a proactive approach to provide training, equipment & radio distribution before disaster strikes. Building the capacity of local partners enables the use of an appropriate disaster response methodology. This empowers the development of local stakeholder networks, encouraging cohesion & coordination between agencies. Life-saving information will be given through training, community engagement & by providing broadcast equipment & radio handsets.

    Aim 1

    Proactively build capacity and enable a local partner in a 'High Risk' area in advance of a crisis


    » Identify training needs and evaluate viability through independent research, local partner networks and global reports i.e. 'UN World Risk Report'
    » Facilitate a workshop to increase local knowledge about the use of radio in relief work to localise preparedness for potential response effort
    » Run a crisis response simulation where participants work in field conditions to gain confidence & ability in creating effective crisis radio messaging
    » Enhance effectiveness of aid by preparing locals to deliver future in-region training events, enabling affected communities to respond autonomously

    What success will look like

    15 people equipped, trained & empowered to deliver an effective radio response within 72 hours of a crisis. Further training localised through 8 people tutored to deliver training

    Aim 2

    Provide suitable broadcast equipment to be stored in region in advance of a crisis


    » Consult specialist engineers to identify and source appropriate equipment to best meet the specific needs of the region
    » Deploy broadcasting equipment to local partner in the region

    What success will look like

    Most appropriate broadcast equipment is sourced and in situ by end of April 2016

    Aim 3

    Source and stockpile wind up radios for distribution in the aftermath of a crisis


    » Consult specialists to identify and source appropriate radio handsets i.e. consider, AM/FM/SW bands/ mobile charger/ built-in flashlight/ solar panels
    » Mobilise the local community & facilitate a network of organisations to work collaboratively, building core connections for the distribution of radios

    What success will look like

    Most appropriate radio handsets have been acquired, networks are in place ready to facilitate distribution in the region by end of June 2016

  • Impact


    The project will create an emergency response team ready to mobilise in a crisis. Success will be that accurate critical information is broadcast within 72 hours of a crisis situation. This team will be made up from a network of local partners providing an enabling environment following a crisis. Success will be that affected communities have agency in their recovery. Communities are empowered to deliver further training on their own. Success will be 2nd generation team is ready for deployment.


    The unpredictability of crises means that disasters may strike outside of the newly equipped area. We will deal with this risk by strategically building capacity where crises are most likely to occur. Additionally, local partners may lack vision and long-term buy in. We will deal with this risk by implementing a robust selection process for the training event. Also pre-placed equipment may be damaged during a crisis, contingency plans will be in place to ensure access to alternative equipment.


    Our quarterly magazine reports on the progress of our Partners' work & their projects. We also have an online presence where stories are shared across social media, our website & blog. Major donors receive personalised reports on an ongoing basis. Project information is shared at supporter events.

  • Background


    The nature of this type of project means that there is no fixed location, it is adaptive to where the need is greatest. The initial mapping and needs assessment will be conducted from our UK office in collaboration with potential local partners and international coordination agencies. This activity will enable us to determine the most strategic location to ensure greatest impact.


    The Disaster Affected Community will be the primary beneficiary, receiving immediate life-saving information & the opportunity to participate in dialogue. Local partners will also benefit, as the capacity of their team is built & they become long-term agents of change. Additionally the project will facilitate greater collaboration between independent relief agencies & encourage the formation of strategic networks, improving levels of efficiency & ultimately encouraging a more equitable response.

Working successfully on previous critical responses, our partners are ideally suited to respond in a crisis. First Response Radio, one of our significant partners, are internationally recognised within the sector following their response to the Indian Ocean earthquake & tsunami in 2004, the more recent Typhoon Haiyan & Nepali Earthquakes.
