No New Unjust Debt!
Most debt owed to the UK is created through dodgy export deals – taxpayer money supporting arms deals with dictators and investing in environmentally destructive projects. We will campaign to make sure that any exports being supported by the UK or Scottish Governments follow ethical guidelines.
Poor countries are being pushed further into debt because of the dodgy deals of the UK Government. For example, Indonesia still owes the UK £340 million for arms deals with the dictator General Suharto, and Kenya has repaid the UK millions of pounds for a hydroelectric power station which was built in an area of drought and so doesn't produce electricity. This debt is unjust, and it is unfair that countries are forced to pay it above investing in the welfare of their citizens.
Jubilee Scotland will campaign for an end to this unjust system by working with people across Scotland to lobby their MPs and MSPs to establish ethical guidelines for exports.
Educate politicians and people across Scotland of the current problems, and why we need change.
Activities» Hold workshops and create resources for people around Scotland on the issue
» Create a briefing paper for MPs and MSPs on the issue
We will distribute briefings to all MPs and MSPs and hope that at least half will be contacted directly by constituents. 3,000 campaign postcards sent to politicians.
Persuade the UK or Scottish Government to ensure that exports are not creating new unjust debt
Activities» Submit a motion/early day motion to parliament calling for the adoption of responsible lending guidelines
» Create a campaign postcard for people across Scotland to use to lobby their MPs and MSPs
A successful motion/early day motion in parliament, and the adoption of the responsible lending guidelines by the Government.
This project will bring about huge long term changes if successful. It will mean that exports from the UK and Scotland will not be contributing to human rights and environmental abuses around the world, or creating more unjust debt. It will also result in more transparency for exports, so we will be able to demonstrate the success of the project very easily by highlighting the change in the nature of exports. We would hope to use this success to persuade other countries to do the same.
The major risk is that the Government refuses to listen to our campaign. This will always be a risk with this sort of project, but Jubilee Scotland has a strong track record of successfully campaigning for change. We have cross party support for our work, and have a vibrant network of campaigners across Scotland who lobby on our behalf.
We will report on this project through a campaign section on our website, updates in our newsletter and e-news, and press releases at significant moments.

The Jubilee Scotland office is based in Edinburgh , but we campaign throughout Scotland. Our lobbying efforts would be directed at Westminster or Holyrood, depending on the result of the referendum.
The populations of indebted countries in the global south would benefit, as Governments would no longer be forced into accepting unjust loans for projects which would not benefit the country. People in the UK would benefit too, both through being educated about this issues, and through knowing that they are not indirectly contributing to human rights abuses abroad.
We have a strong track record of campaigning on these sorts of issues and have had success in calling for debt cancellation, and for the banning of vulture funds. As a coalition, we have links with charities, organisations and faith groups across Scotland who will assist in our campaign. We are also part of a global network so can ensure that our policy work is in line with international efforts for debt justice.
