  • Need


    We aim to deliver Scouting to over 500,000 young people by 2018, to achieve this we need to attract volunteers. We want every young person in the UK to have the opportunity to be involved in Scouting ensuring that Scouting reflects the demographic of wider society. We want to empower young people enabling them to shape their Scouting experience. We want Scouting to be seen as relevant by the public and to bring communities together.


    We will develop a strategy for opening new sections, units and groups; ensuring that all existing groups have Beavers, Cubs and Scouts. We will undertake development work in the most deprived areas of the country, leveraging funding from key opinion formers. Young people will be offered skills development opportunities to shape their Scouting experience. Resources and training will be delivered that develop our young people to become community leaders.

    We want Scouting to continue to grow with membership reaching 500,000 by 2018


    » We will aim to recruit more volunteers and reinforce messages surrounding flexible volunteering

    We will have 500,000 young people in Scouting by 2018
    We will have 150,000 volunteers to support them

    Aim 2

    In 2018 Scouting will reflect the makeup of our local communities


    » We will improve the diversity of volunteers in senior leadership positions

    We will be working with young people in 200 of the most deprived parts of the UK

    Aim 3

    In 2018 Scouting will be shaped by young people in partnership with adults


    » We will appoint a UK Youth Commissioner to ensure that young people have a voice at the most senior level of the movement

    We will empower all young people to drive our decision-making with 80% saying they are shaping Scouting

    Aim 4

    In 2018 Scouting will be making a positive impact in our communities


    » Community impact will be an intrinsic part of badge requirements and there will be a Community Impact Badge

    70% of the public will see us as relevant to modern society
    Scouts will be delivering 8,000 quality community projects per year

    'Scouting For All' will ensure that Scouting is available to the next generation of young people. Helping them realise their potential, changing their lives and empowering them to make a positive contribution to society.
