Gloucester Home for Veterans

The Gloucester Home for Veterans will accommodate homeless ex-service personnel and veterans, with medium to high needs around depression and drug/alcohol dependancies, and provide support, mentoring and training to enable a successful return to independent living.

  • Need


    Crisis support has traditionally been provided to ex-service personnel by regimental associations, RBL, ABF and SSAFA for situations where life has been difficult or gone out of control. The complex issues, particularly around homelessness, perhaps with alcohol dependancy, have attracted only piecemeal attention in the past; such well meaning interventions have not addressed the sense of loss, lack of security, and overall sense of a 'loss of place' voiced by veterans.


    Gloucester Home for Veterans aims to provide a 'sense of place' for between 6/8 veterans at a time in a safe, secure accommodation, where there is a communal style of living which attempts to replicate the comradeship of the combat unit and builds on the inter-relationships and self help to enable the residents, with some skilled support, to undertake a re-discovery of self; address the complexities of their situation; and with training to secure a successful return to independent living.

    Aim 1

    To provide a safe, secure and welcoming home for homeless veterans


    » Obtain quality accommodation in a high state of repair and furnished appropriately to ensure the sense is one of a home and not an institution

    Success will be the identification and securing of an appropriately situated and sized home in Gloucester city which has the capacity for communal living and eating.

    Aim 2

    To identify and separate the complex issues of the individual veteran and provide solutions


    » Skilled support staff, working one to one, on holistic, individual support plans with challenges that are measurable and with accredited outcomes

    Success will be measured through a rigorous application of support planning and challenging and utilising the outcome star techniques for determing 'direction of travel' taken.

    Aim 3

    To provide the skills enabling a veteran to be confident of a successul return to independent living


    » Detail and deliver a range of training programmes and interventions around finacial competancy, relationship awareness, anger management etc

    Success will be measured on the courses delivered individually to each veteran addressing deficit areas such as literacy/numeracy, financial competance and relationship planning.

    Aim 4

    To secure an independent and successful future for the veteran


    » Provide a quality mentoring/befriending service that moves with the veteran into the community for as long as it is required

    Success will be a mutally agreed cessation of community based mentoring/befriending as each individal veteran feels themselves capable of standing alone and living independently

  • Impact


    Overall, the Gloucester Home for Veterans will bring about a reduction of homelessness ( estimated at 16 per year) in the 50+veterans per year identified in the Gloucester/Cotswold area as needing support and consequent positive impact on the proper utilisation of scarce resources such as Police, NHS and civil authorities; additionally there are the saving around welfare and benefit payments as the veterans are re-introduced over time to the wage economy and find employment.


    The Gloucester Home for Veterans is at risk from:
    (1) adverse comments within the area where the home is located: experience in other areas shows the value of a programme of publicity and invitation to local residents.
    (2) inappropriate behaviour by resident veterans: careful screening/referral processes and employment of skilled and experienced support staff
    (3) Financial risk: development of a diversified funding arrangement and a marketing/fundraising plan to engage across all sectors.


    Outcome measurements compiled quarterly and an annual report on activity will be produced and be available for distribution as hard copy or emailed as a pdf file.   • Background


    Gloucestershire/Cotswold area has a rich diversity of landscape and environment as well as heritage and the business economy. The rural tranquility of many areas hides a hidden deprivation and needs with a scarcity of affordable houses and high rents being charged. Traditionally, the area was a recruiting ground for 'The Rifles', and it has a recognised homelessness among veterans that gravitated back to the home area on discharge fro the armed forces.


    Obviously, there are benefits arising from the project to the wider community in Gloucestershire and the Cotswold in terms of likely reduction in low level anti-social behaviour and the attendant economic costs incurred from involvement with the Police and Health Service.
    The main beneficiaries are the veterans themselves who would be re-settled as functioning members of society, with the skills and knowledge gained through the process of the support plans and the identified interventions.

    Why Us?

    Alabare has delivered generic homelessness accommodation and support for 21 years and last year supported over 2,662 individuals. However, we also identified the need for specific work among veterans and established a Home for veterans in Plymouth in 2009 to pilot the idea. Our scheme and its outcomes received the enthusiastic support of The Royal British Legion (RBL) whose funding over successive years led directly to further homes and the recruitment of a team of skilled support practitioners
