    International research over the last decade exposes the reality that boys are sexually abused in alarming numbers, and this is also true in Cambodia. There is widespread ignorance of the effects of abuse on boys. This ignorance results in feelings of shame and additional suffering by boys, who are often belittled, discriminated against, and isolated when the abuse becomes known. This leads to additional suffering and vulnerability, often resulting in repeat abuse.


    The Recovery Programme will provide intensive support and loving care to every individual client for a short – medium timeframe during the initial recovery phase. It includes case management, counselling, health services, education and skills training. This Recovery Programme is in the context of a longer-term approach that supports clients to transition and reintegrate back into an appropriate family and community situation, becoming independent, and whole again.

    Boys who have experienced trafficking or exploitation are accommodated in safe and caring environ


    » Intake assessment is conducted for all potential clients referred to Hagar
    » Clients are placed in community-based care or shelter as appropriate to their situation
    » Caregivers provide care and support on a daily basis to clients and operate shelter in line with minimum standards of the Ministry of Social Affairs
    » New emergency foster families are identified, assessed and trained

    Success will be...20 boys feel safe and loved in a nurturing environment

    1. Improvement in the personal well-being of boys


    » Case manager provides ongoing support to client based on an individual care plan
    » Counseling and health services are provided to each client
    » Clients access education or employment training/services as appropriate
    » Clients are prepared and supported through court processes

    What success will look like

    Success will be...20 boys will experience healing and improved well-being and will be able to transition to the Reintegration Program

    Increased staff capacity to provide high quality intensive support and care to clients


    » Staff access opportunities for training and skills development
    » Staff receive supervision and support services to help them manage work issues and emotional stress

  • Impact


    The Recovery Programme attempts to promote the healing and recovery of clients through safe relationships, support to attaining the relevant education and employment skills, and living in family (or situations which are as close to a family environment and family-type relationships as possible). All of these components of the Recovery Programme help to prepare the client for independent living.


    The Royal Government of Cambodia has been very supportive of Hagar’s work. If there was a shift of Government policy affecting the operations of the Recovery Program, it would put the ability of Hagar to operate high quality programs at risk. Hagar will address this risk by maintaining strong and consistent relationships with Government. Lack of funding is always a risk to any project. Hagar’s Support Offices and Cambodia’s Programming team work in close collaboration to ensure adequate funding


    Semi-annual and annual narrative and financial reports will be provided to donors. These will be based on key impact indicators of the project and also include a client’s story of change in each report.

  • Background


    Based in Phnom Penh, the project takes in clients based on referrals from police, Government Ministries, and other NGOs. Some referrals to the project are made from other provinces outside of Phnom Penh. Wherever possible, clients receive community-based care whilst accessing recovery services. However in situations where there are security concerns or clients are unable to access recovery services from home, clients are accommodated in Hagar’s Boys Shelter.


    The project will benefit boys who have experienced trafficking or sexual exploitation. It will assist those who have experienced severe cases of trauma and work with their families to ensure the best forms of recovery support and reintegration processes possible.

    Why Us?

    Hagar has over 18 years of experience in supporting the recovery process of survivors of extreme human rights abuses. It has developed expertise, specialised services, and a holistic model of programming focused on the individual. Hagar is still currently the only organisation in Cambodia to facilitate an aftercare programme specifically for boys who have been sexually abused.
