Emergency Subsistence Fund

To make emergency subsistence provision for women and children coming into refuge accommodation due to domestic abuse and who have little or no personal resources.

  • Need


    For many women, escaping from a violent and abusive situation is a life changing experience. It is not always possible to plan and bring with them personal belongings and all they will need to stay in a refuge. In fact, for some it is a crisis situation and they leave with only the clothes they are wearing and very little money.
    For some, the prospect of this situation could delay their decision to leave thus having to endure the violence and abuse for longer than is necessary.


    The project will create a fund to provide for the immediate needs of families who come to the refuge without personal belongings or the means to support themselves until welfare benefits are in place.

  • Aims

    Aim 1

    Set up an emergency subsistence fund, mainly for women who have no recourse to public funds.


    » Secure financial resources to start the subsistence fund

    Success will be sourcing an amount of £1,000 needed to set up the fund for the first year

    Aim 2

    Engage support and sponsors from individuals and local businesses including Patrons


    » Make contact with relevant wholesale and retail outlets to appeal for their support

    Success will be to source sponsors to initiate and support the project

    Aim 3

    Re-generate the fund


    » Where possible recipients of the fund would repay part or all of the initial outlay once finances are secure / available
    » Maintain contact with sponsors and continue to sources new sponsors as an on-going development activity.

    Success will be to maximise the return value from recipients of the fund and to build up a body of sponsors for the project

  • Impact


    Practical assistance during the early stages of refuge will greatly assist women to achieve stability and routine for themselves and their children and the support they receive from the refuge will provide the opportunity to sustain a future free from abusive relationships.

    We will monitor the take up of this provision and get feedback from recipients. This will be included in service development plans for the future and demonstrate the added value of the service offered by this project.

    -The project will be closely monitored and personal circumstances clearly defined at the point of application
    Money spent on something other than for purpose
    -Receipt to be produced for all direct purchases made by individuals

    2) The project will feature in the organisation's Annual Report and Audited Accounts
    3) Will comply with any individual reporting requirements

  • Background


    Bolton, Greater Manchester.
    We operate from two bases within the borough; the Refuge, supported residential accommodation located in a suburb of the town and the Support Centre, located close to the town centre offering counselling and support services to non-residents.


    All beneficiaries will be survivors of domestic abuse from the local area.
    Bolton is the 50th most deprived out of 354 districts in England and more than a third of Bolton's residents live in disadvantaged areas. (Source: Bolton: Our Vision 2007-17 Indices of Deprivation, ODPM 2004).
