Training Of Child Development in Northern Uganda

Dignity’s community based childcare programme includes setting up CBCC’s in the village through the intervention of workshop training programmes and the initial construction of an ECDL Training Centre that will train all caregivers, and teachers of children aged from 0-8yrs in child development.

  • Need


    Due to the 20 year insurgence in North Uganda which has resulted in a lost generation of children it is imperative that communities are supported in designing and implementing strategies for taking care of vulnerable members of their community. Due to returning child soldiers, and people leaving DPC camps there is a huge need for educational support for children who cannot attend school e.g. child-headed households, HIV/AIDS, disability and trauma, and addressing the high mortality rate of OVC’s


    Dignity’s emphasis directed at developing family and community capacity building, by working closely with the village leaders, community committees, Gov. Depts., and extension workers. The programme will be delivered from within a training centre. This will be used for training, teachers, and caregivers both in private and government sectors of childcare. Trained outreach workers which include parents and elected members of the community will establish a 2 classroom CBCC in each village.

    Aim 1

    1. Sensitization of village leaders and stakeholders in the project.


    » Baseline study of district to establish needs and acquire Gov. letters of recommendation.
    » Sensitization of village leaders and stakeholders and impact on the community
    » Procure land and material for ECDL.
    » Deploy Dignity Project Manager in building ECDL & CBCC alongside volunteers and local worksforce.

    By the acceptance of ownership and responsibility of the community which is reflected in the election of committee by the whole community, and earmarking the caregivers.

    Aim 2

    2. Election of CBCC committee members and caregivers from within the village community.


    » Election of CBCC committee members and caregivers by democratic vote.

    The community’s acceptance of a human right’s based policy aids communities to design and implement strategies for taking care of vulnerable members of the community.

    Aim 3

    Building an ECDL centre first and then a CBCC consisting of a two classroom block and garden.


    » Acquisition of land through village elders from within the community.
    » Levelling of ground and construction of CBCC through Dignity Project Manager local labour force and Dignity volunteers.
    » Setting up a model vegetable garden to help with food security.

    The way that the building is utilised for OVC’s and for literacy programmes. This will result in children having access to essential services and education.

    Aim 4

    Training of caregivers in psychosocial care, and the various roles of the elected committee.


    » The childcare programme is delivered through workshop training programmes within the ECDL using the enhanced UNICEF syllabus and manual.
    » Dignity’s Child Development Outreach Programme for trained students will include setting up CBCC’s within the villages managed by the trained elected.

    Children’s ability to access essential services within a family and community environment ensures that children are protected from abuse, exploitation, stigma, discrimination.

  • Impact


    There will be many long-term changes to these children’s lives for example
    • Improvement of access for orphans and vulnerable children to essential quality services through CBCC building such as education, health, nutrition, HIV/AIDS, water, and sanitation. Through a trained team in psychosocial care.
    • Increased support from social safety nets and improve psychosocial care.
    • Strengthen the capacities for families and communities to care for OVC’s by improving support for their well-be


    The risks are having the capacity to coordinate and manage cohesive activities and leadership and resource commitment.
    The risks have been minimised by the selection from the community of the management committee and they have been trained by Dignity to know their various roles. To further reduce the risk there is a monitoring and evaluation indigenous team managed and trained by Dignity that is linked with professional extension workers, and specialist volunteers.


    Dignity will submit quarterly, and yearly statistical and financial reports unless requested otherwise by the donor. These reports can be submitted in either hard copy or electronic format. There will also be quarterly reports from stakeholder meetings.

  • Background


    Gulu District is located in the Northern part of Uganda. The district has a population of 385,000 people, and Gulu has been in a war situation for over 20 years. Persistent armed conflict has resulted in loss of life and the break-up of infrastructure. 45,000 fatalities and approximately 120,000 people in displacement camps and an abduction of 15,000 children by the Lord’s Resistance Army, and in consequence an unprecedented rise in widows and orphans.


    All students that are involved with childcare which includes nursery schools, private, government and kindergartens, and P1 and P2 teachers from government and private schools. With an initial intake of 300 students for the ECDL that would benefit 24,000 children after 6 months training. This programme potentially can train all childcare caregivers and teachers in the northern district over a 5 year period. The in-direct beneficiaries are the other siblings of the parents, teachers,caregivers

    Why Us?

    The Dignity Project is best placed to roll out this programme as it has been involved in a similar programme with the Malawian Government and professional bodies for two years using the UNICEF manuals in a child’s right’s framework while adhering to the UN Convention on the Rights Of A Child. The Dignity Project representatives were the most qualified to head the programme which was a success.
