Defending Human Rights of Young Offenders

The initiatives are aimed at addressing discrimination and violence against offenders from minority groups, who have limited or no independent access to support services available in prison. Reports on deaths in custody and the rise in levels of hate crimes reflect the need for independent support.

  • Need


    A number of statutory reports and investigations highlight the need for independence especially with regard to complaints and monitoring systems. Despite of some progress made in the prison service system, the issue of racial equality and safety and wellbeing of offenders from minority backgrounds is not yet guaranteed. Visits to prisons provided overwhelming evidence of discrimination, harassment, bullying and violence perpetrated against BME offenders both by prison staff and fellow offenders.


    The proposed work will address the gap between the recommendations given in these reports and reality in prisons providing innovative, independent and quality service aimed at positive changes.

    Success will be number of young people assisted through the project activities and support provided to thier families.

  • Impact


    The mechanisms provided by the ZMT will directly impact on offenders and their families. The monitoring and direct contact with inmates will ensure that a clear path of action is provided through advice expertise and services. Such intervention will provide a number of benefits to both staff and inmates: to ensure the safety and well being of inmates through personal contact, to end the potential for or existing violence, to provide offenders with an opportunity to rehabilitate, etc.


    The risk for the project implementation might be the following factors: lack of response to the helpline and lack of cooperation from the feltham YOI government. The ZMT already has taken measures to respond these risks through establishing agreement with Feltham YOI and developing a robust promotional work around the helpline with young offenders.


    Donors will receive a monthly report on the project detailing the project progress according the project action plan. Donor representative will be invited to attend interim evaluation meetings. The ZMT will provide the donor with a final financial and programme report of the project.

  • Background


    The project activities will be implemented at HMP Feltham Young Offenders Institution. The project will be managed from the ZMT office based in the borough of Camden, London.


    The project will initially target offenders at Feltham YOI which has a male young adult and juvenile population. There are 594 offenders at Feltham, amongst them 354 young adults and 193 juveniles (Report by the HM Chief Inspector of Prisons, May 2007) and a waste majority of the prisoners are of minority background: Asian, black, Chinese, mixed ethnic origin and a large number of Muslims. In 2010 the total number of the offender population was about 3500.

    The ZMT is one of those few independent charities given the opportunity to work at Feltham YOI following the history of its establishment. The ZMT has got relevant expertise and credibility to work on the racial equality issues and offer independent help to its target groups.

    Imtiaz Amin

    Imtiaz Amin is the uncle of Zahid Mubarek and he has been working on the case since 2000 at various capacities. Imtiaz Amin in the CEO of the ZMT.

    Daniel Rubinstein

    Daniel Rubinstein is the lawyer with experience in prison complaints. He will be the project case worker/consultant.
