    • To promote democratic governance, especially at State and Local Government levels
    • To enhance the capacity of community based organisations and groups to respond to the aspirations of the communities they serve
    • To promote effective administrative governance in Public Service
    • To strengthen Skills' organisational capacity through development of staff and the training facilities required to deliver on the core aims of the organisation
